July 1st 2025 update
As announced by the ACT Government, the eligibility criteria and loan conditions for the Sustainable Household Scheme have changed from 1 July 2025.
- Sustainable Household Scheme (SHS):
- A 3% interest rate now applies to all new Scheme loans.
- Solar panel systems are no longer eligible under the SHS.
- Installations for approved quotes under the SHS prior to 1 July 2025 must be completed by 1 November 2025. If installation is not completed by this date, the loan may be reviewed or cancelled.
- Stand-alone homes with a 2022 unimproved value (UV) at or below $750,000 remain eligible for other products in the scheme (excluding solar).
- Unit titled properties with a 2022 UV at or below $300,000 are also eligible for non-solar products in the scheme.
- Home Energy Support Program (HESP):
- Eligible concession card holders (including Health Care Card holders) may still access zero-interest loans, including for solar.
- For HESP, the 2022 UV thresholds are at or below $750,000 for non-unit properties and $300,000 for unit properties.
- To be eligible for solar through HESP, the applicant must hold an eligible concession card and the property’s 2022 UV must be at or below $750,000 (non-unit).

Who is eligible?
The main eligibility criteria are as follow:
- The Scheme participant must own the property.
- The property must be a standalone residence, or a unit titled property.
- For all eligible products, the Unimproved Value (UV) of the property in 2022 must be below $750,000 for non-unit titled dwellings and stand-alone unit titled dwellings based on the unit entitlement percentage.
- A UV of $300,000 applies to unit titled multi-storey apartments. Your UV can be found on your rates notice or using the following website.
